I have a doubt on the Reporting Guidance on EQSD and I don't remember if it was discussed at the last WG DIS meeting.

For the Class Measure, that is optional, the Guidance on completion of the schema of all the elements is: "Required when the measure is reported".

What does it means? Is it correct to read it as: at least the measureCode is optional and all the others are "Required when the measure is reported".

The same is for the Class Costs.

The Class Measure is optional overall. If you do not have information on individual measures and decide not to report the whole Class, you just leave it all empty. If you do have the information, you need to provide the whole set of information for which it is stated that it is "required when the measure is reported". So, if you report an individual measure, you need to report measureCode, measureName, measureType, msfdRelevance and measureReference (and basicMeasureType if measureType='Basic').

The option is therefore between not reporting at all or reporting the complete set of data.

The same principle applies to the Class Costs.
